Union Public Service Commission, UPSC has invited application from the eligible candidates for the recruitment of 73 Assistant Director, Scientist & Other on contract basis. The details of the recruitment are as follow:

Eligibility Criteria:

1. Air Safety Officer(Engineering):
Essential qualification:
Degree in Aeronautical Engineering of a recognized University OR A pass in associate membership examination parts II & III/Sections A & B of the Aeronautical Society of India.
Desirable Qualification:
(i) Experience in investigation of aircraft accidents.
(ii) Experience as a Pilot or navigator.

Age: 35 Years.

Pay Scale:
Rs.15,600-39,100 (PB-3) + Rs. 5,400 (Grade Pay) (T.E. Rs. 45,990/- Approx.) + TA and HRA as admissible. General Central Service, Group A, ‘Gazetted’, Non-ministerial.

Duties:
Investigate or assist in investigation of aircraft accidents, incidents, precautionary landings, forced landings, air misses and other potential hazardous situation arising in the air operation and to compile the report thereof and to carry out the analytical analysis of the happenings to promote air safety prepare statistics etc. HQ: Directorate General of Civil Aviation, New Delhi.

2. Assistant Director of Census Operation:
Essential qualification:
Master’s Degree in Statistics or Operation Research or Mathematics (with statistics) or Economics(with Statistics) or Commerce (With Statistics) or Anthropology (with Statistics) or Sociology
(with Statistics or Demography (with Statistics) from a recognised University.Three years’ experience in collection, tabulation, analysis and interpretation of Statistical data

Desirable Qualification:
Master’s degree in Population Studies of a recognised University.

Age: 35 Years.

Pay Scale:
Rs.15,600-39,100 (PB-3) + Rs. 5,400 (Grade Pay) (T.E. Rs. 45,990/ Approx.) + TA and HRA as admissible. General Central Service, Group A, ‘Gazetted’ Non-Ministerial.

Duties:
1.Undertake all necessary measures for planning and execution of statistical jobs in connection with population census and those related to other schemes/projects taken up by this office. 2. Assist in finalization of agenda notes and proceedings of the meetings, workshops, seminars and conferences organized by this office. 3. Impart training to the Charge Officers and the Master Trainers during Census Operation and also to the personnel associated with other schemes and projects. 4. Monitor and Supervisor the field work relating to Census operations and other schemes/projects and provide necessary guidance on technical matters. 5. Monitoring the progress of the work relating to processing of data collected during House listing Operations, Population Enumeration and field work of various other schemes and projects. 6. Moot out plans and programmes for proper dissemination of census data and the data relating to other Schemes, survey, etc. 7. Ensure that different activities associated with various schemes/projects taken up by this office are completed in time. 8. Supervise the work allotted to Statistical Investigators (Grade-I) working under them. 9. Co-ordinate between senior and the subordinate staff. 10. Scrutiny of manuscripts of the census publications, bulletins, reports, etc and brings about necessary modifications and improvements within the framework and prescribed norms. 11. Supervise field work on census, social studies, demography, sample registrations system, civil registration system, caused of death, linguistic surveys etc. 12. Attend to correspondence and supervise proper maintenance of files, registers, control charts, etc 13. Preparation of material on Questions received for reply in parliament/State Assemblies. 14. attend to other misc duties assigned by their seniors. HQ: Presently at Delhi ; but liable to serve anywhere in India.

3. Assistant Director (Cipher):
Essential qualification:
Master Degree in Mathematics of a recognized University or equivalent. Five years’ experience of Cipher duties in Cipher Organisation in a responsible capacity in cipher organisation.

Age: 40 Years.

Pay Scale:
Rs.15,600-39,100 (PB-3) + Rs. 5,400 (Grade Pay) (T.E. Rs. 45,990/- Approx.) + TA and HRA as admissible. General Central Service, Group A, ‘Gazetted’.

Duties:
1.Assisting Deputy Director (Cipher) in day to day working in Cipher Wing.
2. Assisting Deputy Director (Cipher) in Cipher Documentation and liaison work with concerned authorities.
3.Maintenance of cipher projects.
4. Imparting training in Cipher Training Institute of this Directorate.
5. Making proposal for procurement and assessment of requirement of States/UTs, CPOs/DCPW of Cipher Equipments, devices.
6. Other administrative work like posting, transfer, court matters. HQ: New Delhi.

4. Extra Assistant Director:
Essential qualification:
Degree in Telecommunications Engineering or in Electrical Engineering with Telecommunications Engineering as a special subject from a recognised University or equivalent OR Master’s Degree in Physics with Wireless or Electronics as a special subject from a recognised University or equivalent.

Desirable Qualification:
Experience in installation, maintenance over hauling and testing of Radio and allied equipment OR Experience in indenting purchases billing and maintenance and technical specifications of Radio and allied equipments their prices and suitability for varying requirements OR Handling of message traffic by Radio landline, using Morse code, teleprinter, high speed automatic machines and knowledge of Police or International Procedures used in a large Communication Centre or Grid OR Experience in Writing technical articles editing and publication of journals on telecommunication subjects.

Age: 30 Years.

Pay Scale:
Rs.9,300-34,800 (PB-2) + Rs. 4,800 (Grade Pay) (T.E. Rs. 30,879/-
Approx.) + TA and HRA as admissible. General Central Service, Group B, ‘Gazetted’, Non-Ministerial.

Duties:
To function as Technical/Administrative Officer of Inter State Police Wireless Stations Workshops, Training, Installation Team etc. HQ: New Delhi with All India Service Liability.

5. Deputy Legislative Counsel (Hindi Branch):
Essential qualification:
A.(i) Master’s Degree in Law (LLM) from a University established or incorporated by or under a Central Act;  Provincial Act or a State Act or any institution for higher education deemed to be a University by the Central Government or any other institution or foreign University approved by the Central Government;
(ii) Should have been a member of State Judicial Service for a period of eight years; Or Should have held a post in the legal department of a State Government for eight years; Or Should have been a Central Government servant who has had experience in legal affairs for eight years; Or Should have been a qualified legal practitioner* who has practice as such for eight years; Or Should have been a teacher of law for eight years in a recognised institution; Or should have eight years’ experience of translation into Hindi of statutes, statutory rules and orders in Central Government or State Government; Or Should have eight years’ experience of drafting of statutes in the Central Government or State Government
OR
B.(i) Bachelor’s Degree in Law (LLB) from a University established or incorporated by or under a Central Act; a Provincial Act or a State Act or any institution for higher education deemed to be a University by the Central Government or any other institution or foreign University approved by the Central Government;
(ii) Should have been a member of State Judicial Service for a period of ten years; Or Should have held a post in the legal department of a State Government for ten years; Or Should have been a Central Government servant who has had experience in legal affairs for ten years; Or Should have been a qualified legal practitioner* who has practice as such for ten years; Or Should have been a
teacher of law for ten years in a recognised institution; Or Should have ten years’ experience of translation into Hindi of statutes, statutory rules and orders in Central Government or State Government Or Should have ten years’ experience of drafting of statutes in the Central Government or State Government;
(iii) Passed Secondary School Examination or any higher examination from a recognised Board or University or institution through Hindi medium or had offered Hindi as a subject in Secondary School Examination or any higher examination from a recognised board/university or any institution or foreign university approved by the Central Government. NOTE: *The expression “Qualified Legal Practitioner” used in the Recruitment Rules in respect of the post of Deputy Legislative Counsel (Hindi Branch) in Official Languages Wing, means a person who is an advocate or a pleader and has practiced as such for eight years in case of Master’s Degree in Law (LLM) holder or ten years in case of Bachelor’s Degree in Law (LLB) holder.

Desirable Qualification:
(i) Five years’ experience of legislative drafting in Hindi in Central Government or State Government.
(ii) Bachelor’s degree from a recognized university with Hindi as a subject or medium at degree level.

Age: 35 Years.

Pay Scale:
Rs.15,600-39,100 (PB-3) + Rs. 7,600 (Grade Pay) (T.E. Rs. 50,808/- Approx.) + TA and HRA as admissible. General Central Service, Group A, ‘Gazetted’, Non-Ministerial.

DUTIES:
Preparation of authenticated translation of Central Statutes, Statutory Rules and Regulation etc. in Hindi and give general assistance to Joint Secretary and Legislative Counsel (Hindi Branch) HQ: New Delhi, with All India Service Liability.

6. Assistant Director, Grade-I (Costing):
Essential qualification:
Some experience* of dealing with costing and Financial problems {*Experience of one year may be treated as some experience}

Desirable Qualification:
Previous experience in dealing with problems of Textiles Industry in a Government, Semi-Government office or a commercial firm.

Age: 35 Years.

Pay Scale:
Rs.15,600-39,100 (PB-3) + Rs. 5,400 (Grade Pay) (T.E. Rs. 45,990/- Approx.) + TA and HRA as admissible. General Central Service, Group A, ‘Gazetted’.

Duties:
To maintain a comprehensive and up-to-date data base in the IT enabled
Economic Research and Market Intelligence Unit on various aspects of textile industry, including, including international textile scenario. To provide inputs for the formulation of important textile oriented development schemes. HQ: Mumbai.

7. Scientists ‘B’ (Civil Engineering):
Essential qualification:
Bachelor’s Degree in Civil Engineering from a recognized University or Institute and Possessing three year’s experience in the relevant branch of engineering.

Age: 35 Years.

Pay Scale:
Rs.15,600- 39,100 (PB-3) + Rs. 5,400 (Grade Pay) (T.E. Rs. 45,990/- Approx.) + TA and HRA as admissible. General Central Service, Group A, ‘Gazetted’, Non-Ministerial.

Duties:
(i)  Basic and applied research in the field of geotechnical engineering, concrete technology etc.
(ii) Conduct both field and laboratory tests and undertake investigations of projects.
(iii) Preparing project reports, technical reports, draft standards etc.
(iv) All technical, administrative and accounting works as assigned by immediate officer. HQ: New Delhi, with All India Service Liability.

Citizenship:
A Candidate must be either:
(a) a citizen of India, or
(b) a subject of Nepal, or
(c) a subject of Bhutan, or
(d) a Tibetan refugee who came over to India before 1 st January, 1962 with the intention of permanently settling in India, or
(e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka or East African countries of Kenya, Uganda, the United Republic of Tanzania(formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India. Provided that a candidate belonging to categories (b), (c), (d) and (e) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.

ii) Candidates must upload documents pertaining to educational qualification(s) and experience (preferably in prescribed format), if any, as claimed in the online application, in a single pdf file in such a way that the file size does not exceed 2 MB and is legible when a printout taken. For that the applicant may scan the experience certificate in 200 dpi grey scale. Documents like Pay Slip, Resume, Appointment Letter, Relieving Letter, Un-signed Experience Certificate etc. must not be uploaded in the Document Upload Module.

iii) IMPORTANT : CANDIDATES ARE ADVISED TO FILL THEIR CORRECT AND ACTIVE E-MAIL ADDRESSES IN THE ONLINE APPLICATION AS ALL CORRESPONDENCE WILL BE MADE BY THE COMMSSION THROUGH E-MAIL ONLY. INTERVIEW SCHEDULE AND REQUIREMENTS WITH REGARD TO COPIES OF CERTIFCATES TO BE SUBMITTED IN RESPECT OF CLAIMS MADE IN THE
ONLINE APPLICATION WILL BE E-MAILED IN DUE COURSE TO THE CANDIDATES IN THEIR REGISTERED E-MAIL ID AND WILL ALSO BE POSTED ON THE WEBSITE OF THE COMMISSION.
iv) Candidates who wish to apply for more than one post should apply separately for each post and pay the fee for each post in the prescribed manner.
v) After submitting the Online Recruitment Application (ORA), the candidates are required to take out a print out of the finally submitted Online Recruitment Application.
vi) Candidates are not required to submit to the Commission either by post or by hand the printouts of their online applications or any other document. They will be required to bring along with them the printouts of their online applications and the documents mentioned in para 7 below if called for interview.
vii) The applicants are advised to submit only single Online Recruitment Application for each post; however, if somehow, if he/she submits multiple Online Recruitment Applications for one post, then he/she must ensure that Online Recruitment Application
with the higher “Application Number” is complete in all respects including fee. The applicants, who submit multiple Online Recruitment Applications, should note that only the Online Recruitment Application with higher “Application Number” shall be entertained
by the Commission and fee paid against one “Application Number” shall not be adjusted against any other “Application Number”.
