The Department of Social Welfare, Govt of Manipur has invited application from the eligible candidates for the recruitment of the Consultant, DEO Accountant and other following posts on contract basis initially for a period of 1(one) year which may be extended from time to time. Details of the recruitment are given below:

(A) State Nutrition Resource Centre (SNRC): 11 posts
1. Consultant (Planning, Monitoring Evaluation): 01 post (UR)
2. Consultant (Health & Nutrition): 01 post (UR)
3. Consultant (Financial Management): 01 post (UR)
4. Consultant (Capacity Building & BCC): 01 post (UR)
5. Consultant (Procurement): 01 post (UR)
6. Accountant: 01 post (UR)
7. Project Associate: 01 post (UR)
8. Secretarial Assistant/ DEO: 02 posts (UR)
9. Office Messenger/ Peon: 02 posts (UR)
(B) District Level Help Desk, NNM: 26 posts
10. District Coordinator: 13 posts (UR-7, ST-4, OBC(M)-2)
11. District Project Assistant: 13 posts (UR-7, ST-4, OBC(M)-2)
(C) Block Level Help Desk, NNM: 76 posts
12. Block Coordinator: 38 posts (UR-21, ST-11, OBC(M)-5, OBC(MP)-1)
13. Block Project Assistant: 38 posts (UR-21, ST-11, OBC(M)-5, OBC(MP)-1)



Age: (as on 01/01/2019)
Age of the candidates shall not be less than 18 years and not more than 38(thirty eight) years.
Upper age limit is relaxable by 5 years for ST/SC and 3 years for OBC.

Essential Qualification and Experience:
1. For Consultant (Planning, Monitoring Evaluation):
PG degree/ diploma in Management/ Computer Applications/ Computer Science or B. Tech/ BE in IT/ Computer Engineering or PG in Science with formal training on IT/ computer with at least 55% marks
i) At least 3 years’ experience in IT/ ICT Systems implementation and analysis.
ii) Project management experience.
iii) Extensive experience in development and implementation of web-based applications and mobile applications and demonstrated knowledge and proficiency in M&E methodologies
iv) Excellent oral and written communication skills in English and conversant in local language.
v) Good computer skill
2. For Consultant (Health & Nutrition):
PG degree in Nutrition/ Public Health/ Social Sciences/ Rural Development Community Medicine with at least 55% marks
i) At least 3 years experience in planning, implementation and monitoring of child and women nutrition programmes.
ii) For applicants with PhD (in nutrition related subjects), 3 years of doctoral time would be counted as 3 years of experience.
iii) Expertise in MS Office including Word, Excel and PowerPoint.
iv) Good understanding of decentralized planning and supportive supervision.
v) Excellent oral and written communication skills in English and ability to converse in local language
3. For Consultant (Financial Management):
CA/ CS/ CMA (CWA) or MBA (Finance) from reputed institute with at least 55% marks.
i) At least 3 years qualification experience out of which 1 year should be in Government/ PSU/ international agencies.
ii) Exposure to budgeting, audit and treasury functions.
iii) Knowledge of state budgetary, treasury and finance rules.
iv) Expertise in MS Office including Word, Excel and Power Point.
4. For Consultant (Capacity Building & BCC):
PG degree in Social Sciences/ Health Communication/ Mass Communication/ Rural Development that includes courses on training /capacity building management in nutrition /public health with at least 55% marks
i) At least 3 years experience in planning and implementing behaviour change communication and capacity building interventions in public health/ nutrition programmes.
ii) Expertise in MS Office including Word, Excel and PowerPoint.
iii) Professional experience in planning, implementation and monitoring of training programs at state and district levels.
iv) Excellent oral and written communication skills in English and ability to converse in local language.
5. For Consultant (Procurement):
PG degree in Supply Chain Management/ MBA with specialization in Operations / Supply Chain Management
i) At least 3 years experience in application maintenance/ 4 years experience in supply chain management and procurement planning.
ii) Experience of working with front line workers of Government Department and training on IT /Mobiles/ Computer
iii) Problem solving skills.
iv) Good oral and written communication skills in local language.
v) Computer literacy a must
6. For Accountant: PG degree in Commerce/ Accounting/ CWA-Inter/ CAInter with at least 50% marks
i) At least 3 years experience in accounting with exposure in budgeting & audit out of which 1 year should be in Govt/ PSU.
ii) Expertise in MS Office including Word, Excel and PowerPoint
7. For Project Associate: Graduate in Computer Science or IT
i) At least 2 years work experience in the relevant field
ii) Formal training in IT/mobile applications.
iii) Experience in working with technology and software application support.
iv) Previous experience in working with front line workers of Government Department and training on IT/ Mobiles/ Computer
v) Good oral and written communication skills in local language.
vi) Computer literacy must
8. For Secretarial Assistant/ DEO: Graduate, preferably in Social Science/ Social Work/ Rural Management/ Statistics
i) Proficiency in using MS Office
ii) Proficiency in local language and English
9. For Office Messenger/ Peon: Matriculate and Proficiency in local language and English
10. For District Coordinator: Graduate or Certification/ Diploma in Computer Science or IT
i) At least 2 years experience in application maintenance & support.
ii) Good oral and written communication skills in local language.
iii) Computer literacy must.
iv) Willingness to travel a must.
v) Mandatorily local candidates should be engaged.
11. For District Project Assistant:

Graduate Degree/ Post Graduate Diploma in Management/ Social Sciences/ Nutrition
i) Minimum 2 years work experience of capacity building, with supervisory skills
ii) Good oral and written communication skills in local language and fair skills in English
iii) Good computer skills/knowledge of internet/email
iv) Ability to work in a team and willingness to travel extensively.
v) Mandatorily local candidates should be engaged.
12. For Block Coordinator: Graduate.
i) At least 2 years experience of working with technology and software application support
ii) Good oral and written communication in local language
iii) Mandatorily local candidates should be engaged.
13. For Block Project Assistant: Graduate.
i) At least 1 year experience of working with Community/ Local Government
ii) Good oral and written communication in local language
iii) Mandatorily local candidates should be engaged


Remuneration plus PBH per month fixed by FD(PIC):
1. For Consultants: 14700+45300 = 60000
2. For Accountant: 7600+22400 = 30000
3. For Project Associate: 7600+17400 = 25000
4. For Secretarial Assistant/ DEO: 7100+7900 = 15000
5. For Office Messenger/ Peon: 5740+2260 = 8100
6. For District Coordinator: 7600+22400 = 30000
7. For District Project Assistant: 7600+10400 = 18000
8. For Block Coordinator: 7100+12900 = 20000
9. For Block Project Assistant: 7100+7900 = 15000

Application Fee:
Rs. 500/- for Unreserved categories and
Rs. 300/- for SC/ST/OBC.
No fee is payable for Differently Abled Candidates.

Mode of payment:
Cash at time of submission of application form.

Note:
1. Other than merit and suitability of the candidates and other criteria to be observed, the application will be considered District-wise against the District vacancies on the basis of the District to which they belong (Domicile).
2. Domicile Certificate and other supporting documents should be submitted with the application form. Original Domicile & other certificates should be brought at the time of Interview.
3. For District and Block Level posts, "mandatorily local candidates shall be engaged" as prescribed in the POSFIAN Abhiyaan Scheme Guideline.
