Manipur High Court Recruitment April 2019 for Manipur Judicial Service Gr I

The High Court of Manipur has invited online applications from the eligible candidates for the recruitment of the following post in the Scale of pay by direct Recruitment from the Bar Recruitment and conditions of service shall be governed by the Manipur Judicial Service Rules. Details of the recruitment are as follows:

1. Manipur Judicial Service Grade-I: 04 posts (UR-3, ST-1)
2. Manipur Judicial Service Grade-I on adhoc basis (co terminus with 14th Finance Commission Award): 01 post (UR)

Age: As on 16.05.2019
Minimum 35 years of age and not more than 45 years.
Upper age limit relaxable by 3 years, i.e. upto 48 years in respect of OBC candidates and by 5 years, i.e. upto 50 years in respect of SC/ST candidates.

Those who had already applied pursuant to Notifications dated 21.08.2015, 12.04.2016 and 04.08.2016 would be permitted to apply afresh and would be eligible to appear if they were within the stipulated age limit at the time of the earlier Notifications which have been withdrawn as cancelled.

(i) Must be a holder of degree in law of a recognized University.
(ii) Must be practicing as an Advocate in Courts of Civil and Criminal jurisdiction on the last date fixed for receipt of applications and must have so practiced for a period of not less than 7 (seven) years as on 16 05.2019.
(iii) Knowledge of Manipur State Official Language (Manipuri)
Seruing ludicial Officers having seven years practice, as Advocate and ludicial Seruice put together/ are permitted to pafticipate in the selection subject to the outcome of SLP No. 14156/ 2015 pending before the Honble Supreme Court of India.

Scale of Pay:
Rs 51550 – 1230 – 58930 – 1 380 – 63070/-

Scheme of Examination:
District Judge (Entry Level) Direct Recruitment Examination consisting of 3 papers – 3 hours duration each.
The competitive Examination shall be conducted with the syllabus as given below:-
(i) General Awareness and English:
One paper of 100 marks for a duration of 3 hours to test the General Knowledge, Aptitude, lntelligence, Test of Comprehension and Expression of Law and General English including Essay Writing on Legal Topic and Information Technology.
(ii) Law Paper – I :
One paper of 100 marks for a duration of 3 hours regarding objective questions and problems of law as regards the Transfer of Property Act, Civil Procedure Code, Code of Criminal Procedure, lndian Evidence Act, lndian Penal Code, Limitation Act.
(iii) Law Paper – ll :
One paper of 100 marks for a duration of 3 hours – consisting of Judgment Writing (Paper Book to be supplied) – Legal Theories on Jurisprudence, Provision of Constitution of lndia.

Note : (The candidate is expected to refer to the relevant decisions of the Apex Court and the High Courts while writing answers in Law Paper I and ll)
(iv) Viva Voce/ interview: 50 marks

Mode of Selection:
(i) Eligible candidates shall be required to appear in written examination in the exam centre and for Viva-Voce at their own expenses before the High Court of Manipur, lmphal or at such other places as may be specified by the High Court.
(ii) Only such candidates will be called for Viva-voce as the High Court may decide on the basis of merit of their performance in the written examination. Provided that a candidate appearing in the written examination for selection by direct recruitment from amongst the eligible advocates must secure 50% or more marks in the written
Examination. The maximum number of candidates who are to appear in the interview/ Viva-voce will be in the ratio of 1:3 of total number of vacant Post.
(iii) The Viva-voce shall carry a maximum of 50 marks and candidate should secure at least 40% marks for inclusion in the select list.
(iv) The appointment to the last Un-reserved Regular vacancy (i.e. 3rd Un-Reserved seat/ shall be kept vacant subject to the outcome of the Writ Petition (C) No. 294 of 2015 pending in the Hon’ble Supreme Court of lndia.
(v) A candidate selected for appointment shall be required to undergo medical examination of physical fitness by a
Medical Board before he/she is appointed Every candidate who appears before medical board shall pay the Medical Exarnination fee which, in no case, is refundable.

Date of Exam:
The date of Examination(s), Centre of Examination will be indicated in the Admit Card.

Examination fees:
Rs. 1700/- for UR/ OBC Candidates
Rs. 1200/- for ST/ SC Candidates

Mode of payment:
Through Net banking/ Debit card / credit Card

Candidates must carry at least one photo bearing IDENTITY PROOF in original such as Driving Licence, Voter lD Card, Aadhaar Card, ldentity Card issued by University/ College, lncome Tax PAN Card to the examination centre, failing which THEY SHALL NOT BE ALLOWED TO APPEAR FOR THE EXAMINATION
